City Stickers Unenforceable?

Hi,Our police work hard to enforce all laws, but they are never 100% successful in enforcing any particular law, although they don’t stop trying. The police have an entire year to write tickets for stickers sold this spring. It is much more reasonable to expect them to write 100 tickets a month for 12 months than 1200 tickets in one month. Our force has to prioritize their work and take the most serious offenses first and then fill in the rest as time permits. Please allow them to use the full year they have to work on these tickets.We have also found that writing the tickets does not mean that people will comply. We are looking at ways to force these people to both buy their stickers and pay their fines. Within a few months we plan to pass an ordinance that allows either booting or towing for those who ignore tickets.I understand that citizens who follow the rules can be frustrated by those who don’t, but we cannot give up in our quest to have a safe and orderly society.Ed Ritter

Hello, me again..
 Just to say that writing down all the houses/addresses with no city stickers would go thru all the ink in a package of Bic pens.. many are parked.. some even in the street at very early hours.. neighbor`s RED truck is still in the driveway with NO sticker.. would seem to me that a slow steady drive down ANY street would show that most cars are sticker-less… some even having last years.. which is a no brainer that this car is a C`ville car.. middle of August and same cars.. same trucks, same houses… no stickers.. I think next year they should be banned.. so that those that actually pay for them can then save hard earned money also. This is not an enforceable ordinance.. so why have it? Very unfair..

RITTER SAYS, “AMERICANS ARE LAZY!”

 

 
 
 
 
I went to the Town Hall Meeting at Carpentersville’s Village Hall last Wednesday on June 16th. Not only was I shocked by what Village President Ed Ritter was saying, but everyone else who attended.
 
 
First of all, I’d like to thank State Representitive Keith Farnham 
 

for coming to Carpentersville and hearing our complaints and wishes for not only Carpentersville, but for all of Illinois. Of course, a lot of the conversation had to do with the huge budget crisis that Illinois is facing and the taxes that are being raised on the struggling families who live in Carpentersville. Village President Ed Ritter asked Mr. Farnham, “Why can’t Illinois just cut spending 5% across the board?”

 
Well Mr. Ritter, I ask you this, “Why can’t Carpentersville cut it’s spending 5% across the board?”
 
Mr. Ritter also gave Mr. Farnham a funny look when he said he supported the reform of the Teachers Pension Plan, which is growing uncontrollable and is a big reason why Illinois is facing huge deficits in it’s pension liabilities.
 
Well Mr. Ritter you think it’s easy when others have to make cuts in spending, as long it doesn’t concern the Teacher Pensions and Carpentersville’s bloated budget and spending spree. Your concern for Carpentersville’s Village employees comfort and well being is duly noted by your urgency to build a new Public Works Building. Damn the recession with falling revenues, foreclosures and crumbling infrastructures. We’ll tax and tax and tax and find fees to pay for Public Works Director Bob Cole’s grand vision of a Taj Mahal for his employees. But enough of the bitching of raising taxes and fees on the struggling families in Carpentersville.
 
What’s truly disturbing was this, Carpentersville Village President Ed Ritter
 

proclaimed Americans as LAZY and so are their children! What made Mr. Ritter say something so horrible and UN-AMERICAN? Well, as usual, when you have Carpentersville’s eastside residents together in one room, the subject of illegal aliens comes up. A resident asked what can be done with a revolving door of illegal aliens who live next door to him. He stated that at least 9 Hispanics live there on a rotating basis, with loud music and cars constantly coming and going. Other residents chimed in, including Trustee Judy Sigwalt about the effects of illegal aliens on Carpentersville and elsewhere. Village President Ed Ritter had enough of all this finger-pointing and blaming illegal aliens, so he decided to reprimand the audience, sort of like in School when a teacher feels that his students are starting to get carried away. Here’s where it gets kind of scary, sort of like when your a kid and a teacher uses his/her position to intimidate and shames you into being silent.

 
Mr. Ritter starts going on a rant, a rant that most Carpentersville residents haven’t heard, since Bill Sarto was Village President.
 

He first said that Americans [We all believed he meant Caucasians] would rather be on unemployment than work. He further stated that Americans don’t want to work for 12 dollars an hour. This made several people to yell SHAME! A resident behind me said what 12 dollar an hour jobs? Maybe 9 dollar an hour jobs! Mr. Ritter then came up with an example, he told us that his 24 year old daughter has a friend who never held a job in her life! Then he continued ranting about how he read a study that if the State of Arizona was able to get rid of their 400,000 illegal aliens, that Arizona would become BANKRUPT! AND he continued with another diatribe that we should be careful for what we wish for! Oh my Mr. Ritter, Carpentersville would probably go BANKRUPT, if Carpentersville loses it’s illegal aliens too. Tell you what Mr. Ritter, why don’t we raise a new flag at Village Hall.

 

This way we can start attracting more illegal aliens to Carpentersville. AND, we’ll get rid of the rest of those lazy and pesky Americans who reside on the eastside!

Hmmmm, doesn’t it make you wonder what Mr. Ritter think of his lazy Caucasian students and their parents? He should really go back to the eastside of Carpentersville and teach there, since those lazy Caucasian students only make up a small minority there. He’ll find teaching not only easier, but more fulfilling. After all he won’t be wasting his precious time with lazy Caucasian children who make up the majority of his students now on the westside.
Yes Mr. Ritter, you can help your students raise the Flag of the true hard workers in America! With out the illegal aliens we would go bankrupt!

Sigwalt wanted a casino, but not video poker?

Here’s the typical flip-flopping of Trustee Judy Sigwalt. She proclaimed a couple of years ago, she wanted an Indian Casino in Carpentersville. Now she’s against a revenue source from video poker?

First she’s against the Public Works Building, as recently as the last election in April of 09, and now she’s for it.

It’s basically has to do with petty politics. After all our last Village President Bill Sarto was against any Indian Casino, so Judy had to go the other way. The same thing happened when Bill Sarto was for the new Public Works Building. She was against that wasteful spending, since we couldn’t afford it at the time. Now she flip-flopped with Sarto gone. Now she proclaimes that we need to build a new PALACE for Bob Cole’s employees. Doesn’t matter does it, that we are drowning in debt in Carpentersville today.

Carpentersville Trustee Judy Sigwalt says the village needs to find unique ways to compete with surrounding municipalities for coveted tax revenue.

So, the senior trustee has asked the village staff to research the possibility of bringing a land-based tribal casino to Randall Road, on a 50-acre parcel just north of Huntley Road.

But casino experts and village officials warn local economies do not always benefit when a casino opens — there are no big tax advantages, and restaurants and such on Indian land often steal customers from established businesses.

Furthermore, they say the steps required to open a tribal gaming site would be lengthy and laborious since the land — known as the Heinkel property — is farmland and not a designated Indian reservation.

Sigwalt said the proposal arose after she learned Hoffman Estates rejected an American Indian tribe’s request to open a casino there.

In 2004, Ho-Chunk Nation officials shut the door on building a casino on a 125-acre site at the Northwest Tollway and Beverly Road in Hoffman Estates.

At that time, Hoffman Estates Village President Bill McLeod said the proposal hadn’t gone far before residents and some neighboring towns opposed the plan.

Pingree Grove officials in the same year invested about $17,000 to determine if an Indian casino was a viable option for that village. Plans did not progress beyond unofficial talks.

Sigwalt said a casino could bring many benefits to Carpentersville.

“Other towns around us have basically used all of the creative ways to develop economically, so we have to be extremely creative,” she said. “There’s not many options left. This would be creative and a good revenue stream for the village.”

But bringing a tribal casino to Carpentersville would be a “very involved process,” said Gary Garrison, a public affairs specialist for the U.S. Bureau of Indian Affairs in Washington, D.C.

Garrison said the first step involves finding an out-of-state tribe to purchase the land, since there are no federally recognized tribes in Illinois and just three off-reservation casinos across the country, including one in Wisconsin.

Once a tribe purchases the land and places it in a trust, Garrison said, the governor must approve a gaming compact authorizing the tribe to operate a gaming venue. The deal must then seek approval of the U.S. Secretary of the Interior.

William Thompson, a professor of public administration at the University of Nevada-Las Vegas, said a casino actually could hurt the village’s economy if the proposal moves forward.

Indian-owned casinos and resorts do not pay local, state or federal taxes.

“A casino is going to draw money out of the pockets of the local businesses,” said Thompson, who has studied the economic impact of casinos on communities in Illinois. “It is quite likely the casino will have restaurants and buffets. People are not going to walk across a parking lot and across the street to eat at a local restaurant.”

Village President Bill Sarto also questioned the rationale of opening a casino less than 10 miles from Elgin’s Grand Victoria, the most successful of the state’s nine licensed riverboat gaming sites.

“Why would the governor approve a casino that is in direct competition with a state-licensed riverboat just down the road?” Sarto said. “It makes no sense. It is not beneficial to the community.”

Judy doesn’t have any real plans for Carpentersville. Just look how she took control of the Parks Committee, she first favored the return of the Fourth Of  July Fireworks at Carpenter Park. Now she’s so concerned about our financial problems she and others decided to eliminate the HUGE costs of the fireworks. Yes, a whopping $7500!

Yes, Judy Sigwalt needs that $7500 to help pay off over 14 million dollars for the new Public Works Palace!

And now, apparently we don’t need any extra revenue from Video Poker machines.                                                   

Does Judy need a psychological exam? Does she just follow Paul Humpfer’s orders? The same guy who gave all sorts of excuses and LIES about a vehicle TITLE that took 2 years and 6 months to hand over to one of his victims?

Carpentersville’s Moral Compass?!?!

Why is it that Carpentersville’s Village Board continues it’s anti-business practices at the detriment to not only businesses that are trying to survive in these tough economic times, but to our taxpayers who’ll have to pay more in taxes for the grandiose plans of a multi-million dollar palace for Public Works employees.

The Village decided about four years ago to create a new paying position called Economic Development/Special Projects Coordinator. Has this position, which was to attract and help new businesses to move to Carpentersville helped any? So, now Carpentersville Village Board is creating another committee to do what? Attract more business? Help businesses to communicate with the Village Board? Cut red tape?

I’m sorry for being a skeptic, but  this Village Board and those in the past have done everything to stop businesses from either locating here in our village or to be competitive with surrounding communities. Besides, the empty storefronts and foreclosures are increasing.

Heres some examples of the hypocrisy of our, oh, so moral Village Board. For years we’ve had Village Presidents and Trustees who opposed the selling of liquor in the morning, even though some surrounding communities were selling at a much earlier time. This hurt local businesses, but our trustees wanted to play the “moral card.” During those dark days of the Boettger administration which Judy Sigwalt  was also a trustee, they decided to raise the sales tax. AND this was done after Judy Sigwalt was elected on a promise to not raise taxes.

During the Sarto administration with the help of Ed Ritter, the Village Board raised gas taxes, at the detriment of the Gas Stations in Carpentersville. Now many residents of Carpentersville would rather go to East Dundee or other communities where the gas is cheaper. I just hope Carpentersville’s BP Gas Station can survive against East Dundee’s Thorton Gas Station, just kiddie corner from it.

Also, during the Sarto administration, the Village had a great opportunity to have a new business located on the west side of town. The Hookah Lounge which is an absolute hit and nice revenue source for Schaumburg, wanted to open another Hookah Lounge in Carpentersville. With their great food, wi-fi stations for Internet  Service and with a very nice atmosphere for College students and young professionals to hang out. This was definitely going to be something new and exotic for people from Carpentersville and the surrounding communities to visit and spend their money. BUT, due to the influence of the Midwest Minutemen and others [Paul Humpfer and Judy Sigwalt] who had xenophobic attitudes about anything that hinted of Muslim and/or Arab cultures decided to STOP this revenue source that Carpentersville so sorely needs.

AND, now we have the Village Board and their “moral compass” attacking and trying to deny our Restaurants and Bars with liquor licenses an opportunity to compete with other businesses in the surrounding communities. I’m talking about “Video Poker Machines.” Once again at the detriment of local businesses and Carpentersville taxpayers, our Village Board had brought out their ”moral compass” and is trying to permanently BAN this revenue source. Will our local businesses suffer from competition across Carpentersville’s border with others? Could they fail?

Why in the heck is our Village Board in the “morality business” anyway? Do they think that they have been given a God given right to dictate morality to businesses and paying customers of said establishments? OR, do they think that THEY have the right  to gamble on the future of Carpentersville’s finances?

                                                 

This present Village Board has already skimmed 1.3 million dollars as a “poison pill” to place the new PALACE for our Public Works Building on the fast track. This same building is now already over a million dollars over-budget and we haven’t even dug a hole yet. The entire costs, including the poison pill will eventual cost the struggling families of Carpentersville more than 14 million dollars. Just watch as the costs start to climb as this Village Board, Bob Cole and Staff want to include all the bells and whistles to turn this new garage into a PALACE.

YES, our “tax and spenders” are in a rush to build a monument for Public Works employees, even if it means we have to raise taxes and fees to pay for it. YET, they shun new revenue sources that could help our fiscal deficits that we’ll be facing this year and next.

                                                     

We need to stop being a “moral compass” and attract new revenue sources. This Village Board and those in the past have shown that they wont think outside the box  in these tough economic times. Where is this Village Board going? Are they going to cut services to its residents? God forbid, if this Village Board or  Staff is going to cut Village employees. Nope, they’ll raise your taxes, fees and cut services. Oh wait they did make a crucial cut to save our finances, they eliminated our FOURTH  Of JULY FIREWORKS! BRAVO! You guys saved a whole $7500, whippie! Great job Parks Committee.

Tell you what, why don’t our Trustees and Village President give up their Carpentersville’s salary for only two months to show how patriotic they are and apply it to the Forth of July Fireworks? This would amount to over $7500, with extra cash for other activities around that time. This way Carpentersville’s families can go to Carpenters Park and enjoy our Independence  and way of life. BUT, I’m sure our Village President and Trustees can’t be asked to sacrifice their earnings for something so dear to all of us.

                                                    

Nope, this Village Board, with the help of Staff will ask the families and businesses of Carpentersville to sacrifice for the “tax and spend” policies. They after all have the “moral compass” and know what’s good for us, no matter what the financial pain the taxpayers and businesses have to endure.

Now if this Village Board would want to use their  “moral authority” to crack down on under-age smoking, I’ll go along.

Paul Humpfer going back to Court?!?!

 THIS ARTICLE WAS POSTED A COUPLE OF WEEKS AGO, BUT MAGICALLY DISAPPEARED FROM THIS BLOG. DUE TO POPULAR DEMAND, I HAVE REPOSTED THIS ARTICLE.

Carpentersville’s trustee and Chairman of the Finance Committee, the one and only Paul Humpfer. He’s the guy who wants to build a Palace for Bob Cole’s employees and of course his shivering and cold trucks. He helped orchestrate a secret plan to hoodwink the taxpayers of Carpentersville, by pushing through a 1.3 million dollar poison pill down the throats of the taxpayers at the last minute. This way, it would force the Village of Carpentersville to build a monument to Bob Cole’s vision of the future Public Works Building. You see, this 1.3 million dollar down payment to Williams Architects and Williams Construction Management is non-refundable!

YES! They did this like Paul Humpfer’s midnight appointment, where he lost his election for Village President to Bill Sarto, back in April of 2005. This is what happened, Trustee Whitehouse aka Principal Whitehouse of Dundee Crown high School [funny how we still have two District 300 employees on the present Board] was going to move out of town and would be ineligible to be a trustee any longer. Well, on election night, when it was apparent that Paul Humpfer was going to lose the election to Bill Sarto for Village President, he and his allies asked Trustee Whitehouse to resign immediately, this way the Village Board would appoint [this would be the 2nd time he was appointed] Paul Humpfer to the vacant seat. A brilliant political move! This way Bill Sarto would be DENIED, the chance to appoint a person to the vacant seat.

AND now, we have the “MIDNIGHT SPENDING MOVE” to eliminate any chance to discuss or debate the merits of spending MILLIONS of DOLLARS for a Palace for Public Works, during a severe recession.

Oh yeah, we got to raise taxes, but don’t you worry your little minds about this, we’ll get all sorts of grants and stuff from Washington. No, we don’t know exactly how much stuff we’ll get, but it’ll be free stuff though!

Oh wait a minute…What happens when our depressed property values get reassessed and the Village of Carpentersville will see a huge drop in revenues in a year or two? Well, with this fiscally challenged group of politicians, you won’t have to worry about cuts in services or lay-offs of our precious and so important Village employees, NOPE! We’ll just raise your taxes even more! Remember you’ll just have to tighten up your belts as the Village will have to loosen their belts from all that bloating!

Now back to our used car salesman, oooops…I mean Trustee Paul Humpfer. Back in June 20, 2007, Mr. Humpfer sold a 2000 Honda Odyssey to Gloria Van Cleeve. The problem was that the vehicle’s Title was missing and a promissory note was made and signed by Mr. Humfer. The note made it quite clear that if said Title could not be found he would apply for a duplicate. Fair enough, don’t you think?

Well the days turned into weeks, with Paul reassuring Gloria that he was working on getting that Title and the weeks turned into months. Gloria was getting irritated and rightly so, as the vehicle was taking up space in her driveway, rusting away and depreciating in value. Meanwhile the Chairman of the Finance Committee was coming up with new excuses of why he hasn’t gotten the Title for said vehicle and the months turned into years.

Here’s some of the excuses he came up with during this wait for the Title.

  1. I’m working on it.
  2. I’m living out of State.
  3. You’ll get it next week.
  4. I’m busy with my court cases.
  5. I lost the VIN for the vehicle.
  6. I sent the wrong VIN to the State.
  7. I’m broke and had to pay medical bills for my children. [nothing like using your kids for an excuse, you’d think that Zurich Insurance Co. would properly insure their highly regarded employees, like Paul Humpfer]

Yes boys and girls, after 2 years, 3 months and numerous days of watching a vehicle in her driveway rotting away, depreciating in value and taking up space in her driveway, Mrs. Van Cleave decided enough is enough!

She is now filing a claim in Small Claims Court to get restitution.

Here we have a Trustee who wants to raise your taxes for the benefit of Village employees and the large ego of Bob Cole. Chairman of the Finance Committee who had to borrow money to pay his property taxes, but figures the struggling families of Carpentersville, should have no problem paying higher taxes to make Public Works employees comfortable in the harshest of Winter and cool in the hottest  months of Summer.

Makes you really, really wonder, if the vehicle was his to sell to begin with. Especially so, when he was having all those problems with his wife and going through that bitter divorce.

Can anyone say,” Marital Property?”

POISON PILL VOTE!

The Village Board voted last Tuesday evening to hand over a non-refundable check for 1.3 million dollars to Williams Construction Management and Williams Architects for Architectural Services. The Village Board, without public comment, discussion and debate passed this “poison pill,” so if the taxpayers decided that building a 12 million dollar plus palace for Bob Cole’s Public Works trucks and employees was not what Carpentersville’s taxpayers were willing to pay for, we’d have to eat the 1.3 million dollar check. A brilliant political move by Ritter and his Critters.

No need to waste the time of the families who’ll pay for this palace for Bob Cole, besides we all know that the average taxpayer wouldn’t know what is best for Carpentersville.

You see Village President Ed Ritter said that this project will move this Village forward. No need to have any stupid and uninformed questions from the citizenry. They would of just slowed things down or ask that some idiotic changes be made to the palace, like making it a bit smaller. OR, have a Pole Building erected for his trucks and equipment. Nope, that would’ve of been an insult to Bob Cole and his employees. He wanted a PALACE, with luxurious offices and dining rooms for his employees.

YES! I can see his employees, on the other side of the Village, rushing before their breaks and lunches to get a seat at the fine dining room. I guess will be paying for all that traveling time, so Bob Cole’s employees can sit in a nice warm and/or air conditioned dining room.

You see, Mr. Ritter said at the last Village Board meeting that we need to give the respect that Bob Cole and his employees demand!
